Belly Drum is possible in Gen 2 for Charizard via breeding. However, the only Pokemon that can pass down Belly Drum is Snorlax. To get Belly Drum on Charizard in Gen 2, you must breed a Male Snorlax that knows Belly Drum with a female Charmander, Charmeleon, or Charizard.
