It's not main line I think?
From what I know it is not a spin-off but i think it is mainline

It's not a spin-off. It's an official main series title.

This Twitter post mentions that Legends: Arceus' Japanese version has the official name for the main series games. It was called Pocket Monsters Series in its Japanese trailer, and Pocket Monsters Series is the official term for the Main Games in Japan.

It's also awkward to think that Game Freak would try for a spin-off while they work on the main DPP remakes. None of the spin-off games have taken place in the same region as a main series game. Legends Arceus is advertised as the “new era” of Pokémon, which implies that it’s “better” or “evolved” than what Pokémon is now. The higher-ups of Pokémon can't allow a side game to be “better” than the main series game.

The definition of "main series" games also needs a bit of working on. Typically, a game which is compatible with HOME can be considered to be a main series game. Being an RPG produced by Game Freak isn't a strong definition, mainly because BDSP isn't produced by GF and it's a main series game. GF outsourced BDSP and spend their resources on Legends. This isn't orthodox for GF; and yet both of the games are widely considered main series only.

People say it should be a spin-off as it's different from the other main series games. GameFreak, known for being conservative and repeating the same yearly formula, took a big gamble with Legends. How the storyline progresses (i.e. gyms, starters etc.) isn't a concrete base to define main series games. This "new" era of Pokémon would probably have more games like Legends, and there would be more arguments and discussions on whether they are a spin-off or not. But with this new start, most of them probably would be main series only.

yellow is a spin off. takes place in kanto. it's not a baseline game, it's a spin-off for the anime. arceus is a spin-off. if you go by game freak failed categorization, let's go pikachu and eevee are also mainline, which same with arceus, don't fit the criteria for mainline game. a mainline game has to follow the plot which is the only thing, but not the core mechanics. arceus could fall in mainline category due to the era change, but leans heavier towards spin-off due to the criteria of experimental mechanics. If it doesn't follow all the criteria, it cannot be categorized as a mainline game. Canon and mainline are not terms that can be used interchangeably.
Genuinely what are you talking about. "The creators of the game are wrong when they call the game part of the core series"? Also do you have a source for your criteria other than "I made it up"?
I really think just Yellow spin off but Game Freak at the end of the day the core main series, but Arceus leans heavily towards mechanics yet the anime at the end of the day Game Freak Eevee interchangeably.

Firstly, you need to understand what a mainline or core series game is. From my understanding, a mainline game is are you traditional games, with a storyline, you catch Pokémon and you battle. These are the main games and do include the remakes. PLA is a mainline game since it shares these qualities and it is also related to the other games.
Also multiple sources describe it as core series or mainline such as Bulbapedia.

Major spin-off criteria is experimental mechanics, which PLA falls heavily under this criteria, thus it's a spin-off. Mind you, the "official" categorization is done by non-gamers. Mainline or spin-off games are categorization made by gamers. Canon and mainline are not terms that can be used interchangeably.
