Primarina's Z-move Oceanic Operetta has a base power of 195, while Malicious Moonsault and Sinister Arrow Raid both have a base power of 180. Is this just a case of Gamefreak favoring water types, or is there a more obvious reason?

Spirit Shackle's BP is 80, and Darkest Lariat's BP is 85, so without the exclusive Z-moves, these two moves would have a Z-move BP of 160 if powered up by a Ghostium Z or Darkinium Z. However, Sparkling Aria has a BP of 90, so when powered up by a Waterium Z, its Z-move BP becomes 175. The exclusive starter Z-moves have a 20-point difference from what they would have if powered up by a Ghostium Z, Darkinium Z(160+20=180), or Waterium Z(175+20=195), so this could be it.

Status Z-moves do. Attacking Z-moves don't.
@risingmanectric your answer is most likely right, as the same question could be asked about why Primarina's Sparkling Aria is more powerful than Darkest Lariat and Spirit Shackle.

It's most likely because Sparkling Aria is more powerful than Darkest Lariat and Spirit Shackle
