I have been trying to get information and recommendations on the topic: which psychic Pokémon is better for in game play?

If Lugia is the answer, then my last Pokemon will be Umbreon. If Espeon is the answer, I’ll use Fearow (Kenya) for my flying type. Thanks for the advice!

Lugia is A Tier on Smogon's in-game viability rankings, while Espeon is C Tier. Though Lugia is available later, it has more immediate power and excels against the Elite Four. By comparison, Espeon's frailty and Friendship requirement make it generally inferior to Lugia's bulk, strength, and matchups.

Further, I wouldn't recommend Umbreon in-game; it doesn't KO opponents quickly enough to be worth the time. There aren't any better Dark types, but you could try Haunter or Gengar if you really need to hit Ghost and Psychic types.

- Extrasensory (starting move)
- Hydro Pump (starting move) / Surf (HM)

Replace Extrasensory with Psychic once you reach the postgame. Lugia has a wide movepool, so you can teach it whatever your team needs most.

Thanks for the tip! I’ll go with Lugia.
Any personal recommendations for that last slot in the team? Haunter, Fearow, someone else? I have not done the Elite 4 yet, so I’m gearing up for that.
You already have 5 Pokemon, so you don't really need another one. You might want to get a Krabby so you don't have to teach so many HM moves to your other Pokemon, or a Farfetch'd so you can use fly before you get Lugia.
Also make sure you get a level 50 Magikarp by surfing on Route 43 and using a repel, and then use a rare candy on it.
