PokéBase - Pokémon Q&A

I know bulbasaur is the first in the dex, but I have also heard that venusaur was the first in the line to be designed (source) and I have heard that rhydon was the first Pokémon to be designed but I’m not sure if that is true. Either poliwag or Poliwhirl, I've heard, is satoshi tijiri’s favorite, and that was influenced by his frog catching childhood. Could this have swayed him to create a frog Pokémon first? Was it ever revealed what the world’s first designed Pokémon was?

Yeah, as far as I know, it was Rhydon, but I can't be bothered to find a source
Rhydon was the first to be programmed and one of the first to be designed. We don't know if it was the absolute first; see https://web.archive.org/web/20220211232338/https://www.glitterberri.com/pokemon-red-blue/game-freak-staff-interview/creating-the-pokemon/
There are also some people that say Diglett was the first Pokemon because there's dialogue in SM where Morimoto says Diglett was an idea he had as a child. I think these people are wrong because it wasn't designed explicitly as a Capsule Monster and doesn't appear on https://bulbapedia.bulbagarden.net/wiki/Capsule_Monsters.
I did some research but came to the exact same conclusion as Amethyst: so close that I'd feel like copying if I put it down as an answer.
I think theres a difference between which was the first idea and which was the first to be officially designed. I imagine this would be very hard/impossible to know unless explicitly stated somewhere

I could’ve sworn I saw this on the cutting room floor but I can’t find it
Also this question is asking simply if it has been confirmed, not which one it is. Although if it has been confirmed please tell me which one it was
Here's the tcrf page that shows that Rhydon occupied the first internal entry https://tcrf.net/Pok%C3%A9mon_Red_and_Blue/Internal_Index_Number Note that this doesn't necessarily prove that it was definitively the first Pokémon programmed, much less the first design; as mentioned in the page, Pokémon could be retroactively added into an earlier position in the list, as seen with how the list contradicts statements from interviews that Mew was the last to be added. But it does lend credence to the idea that Rhydon was an early concept. If someone could find similar interviews that describe Rhydon as being the first, that would be much better evidence.
According to Hexahedron's source, there's a frog-like MissingNo., Feeshy-Freggles. You should look into that!
O: frog Missingno is my dream but why can’t I find info on said frog Missingno anywhere else? I can only find pics of the forms I already know existed, (kabutops fossil, areodactyl fossil, ghost, yellow, and normal. M’ is sort of one?) not the 100 other ones in that source

In Game Maestro #4 he said the first batch of Pokemon were based on kaiju, and singled out Rhydon and Nidoking as two early designs that survived into the final game. Rhydon was the most likely to have been the very first, since it appears the most in pitch documents, and also had the lowest index number in development (0), as well as the games’ final build (1). But Sugimori likely made these sketches in quick succession, and maybe can’t remember the exact order of which Pokemon he created before others. In other words — Rhydon, Clefairy, and Lapras were among the first Pokemon, not necessarily the first three ever created.

The exact quote from Ken Sugimori was:

“Who was the first Pokemon ever created?”

Sugimori: “Rhydon, Clefairy, Lapras, etc. Our original idea was for Pokemon to live alongside humans and assist them in useful ways. So the earliest Pokemon had well-defined functions — like ferrying people across the sea or carrying things. I also created Pokemon like Clefairy who were basically cute pets.”

All evidence (including Sugimori’s statements) point to Rhydon being the first. This honorary place was continued with Rhydon being the substitute doll, appearing as statues in gyms etc.
