Who is DIEGO and why is their name on every cloned Mewtwo, but not a single other Pokemon?

Question

I have HOME on my phone, and on the GTS, every single time I see a Mewtwo on offer for something ridiculously common it's:
- Level 100
- In a Master Ball
- Has come from the Pokeshifter
- Has an OT of DIEGO

I'm not completely dense (although that's up for discussion), I'm pretty sure that these are cloned from some glitch in an older game, but why are the overwhelming majority from DIEGO? Surely some other people would mass produce Mewtwo to scam new players too.

Additionally, why is the only Pokemon I've seen with this OT Mewtwo? Why not clone event-exclusives as well as a Pokemon that appears somewhere in every other mainline game?

This is why I advocate that everyone just hack in their own stuff, it’s much safer and more personalised than all those “GTS slop” pokemon.

I’m not saying people should hack in *everything*, but let’s say you wanted a Shiny Hisuian Typhlosion in a luxury ball with the title “The Living Legend”, but you don’t have the money to buy a GameCube, GBA, Pokemon Emerald, a Nintendo DS, HGSS, Pokemon Legends Arceus, etc,…it could cost you thousands of dollars nowadays in hardware alone, and trading isn’t much of an option because realistically, there can’t be too many of those.
