Level 26-27
Lilligant's most important move is Quiver Dance, which it learns at Level 28, and which Petilil cannot learn at all. Lilligant also learns no other moves until Petal Dance at Level 46. To bridge the gap until then, you will want to get Petilil to Level 26 so it can learn Giga Drain.
