Can i have a level 50 and above pokemon when i enter the pokemon league for the 1st time in white

With hardwork i have trained my emboar to lv62 but my friend says all the pokemons level should be below 50.Is it true?

No. Your Pokemon can be any level. They all should be AT LEAST lvl. 50 not below it.
