Can you interact with electrode?

In black/white you can interact with with foongus and amoongus in a poke ball shape.In other games can you do the same thing with electrode?

• Gold/Silver/Crystal/HeartGold/SoulSilver: There are PokeBalls in the final room in Rocket Hideout. Interact to find Electrode.
• Ruby/Sapphire/Emerald: There are PokeBalls inside New Mauville. Interact to find Electrode.

Aren't there Electrodes in Red/Blue as well, in the power plant?
