The CAP thread you're reading was just meant to be a bit of fun -- it wasn't actually affiliated with Smogon. There might have been some plans at some point to implement the Pokemon to our Showdown server, but not much came of it. (Or maybe I'm thinking of this?)
I'm quite sure that Smogon wouldn't be accepting contributions to their own CAP project that didn't come through their systems and criteria. I'd imagine that at the very least, this would entail posting on their site and not on ours. There wasn't any communication between us and them, so it was just our own thing.
Starting something like this again would be a cool idea for the general discussion forum Pokemaster has stated is being made. We'll see what happens.
