OK. I had an idea.
New users ask questions in the wrong sections, right?
I have a solution.

I suggest a fourth Q&A section. A section for users who have a question, but aren't sure where it should be.

Moderators or editors would then sort the question, and post on the user's wall to tell them where it went. The questions of new users are edited anyway, so it wouldn't make an appreciable time difference.

Pros:
Questions would be less likely to be asked in the wrong section.

Cons:
Users might get lazy, and start asking all of their questions there. (Solution: this section would only be available to new users)

It might clog the database with stupid, pointless questions. (They are still being edited.)

I think its a decent idea.
Yet again, it would be a programming thing.

It would be easier to just implement something that lets moderators move questions and tell new users to ask questions they're unsure about in Pokebase. If a completely new section was added only for this purpose, then it'll get almost no activity.

I really don't think that this would be useful at all. The only people who ask questions in the wrong section of the site are generally people who haven't read the rules, which most likely means that they wouldn't bother going to another section of the site.
Honestly, if there's a problem where people don't know where to make their posts, then we need to revise our rules list. That page should be the first destination for people who are confused, and if they leave it without an answer, then that's where we look for a solution.

I doubt that will solve the problem. The people posting in the wrong section are most likely not even questioning it in the first place. So they won't even see or consider another section for "unsure".

We probably want more prominent notices in each section saying what that section is for.
