As long as the LC exception rule lives, I'm going to say any Pokemon that is the first on an evolution chain of at least two Pokemon can have an LC moveset thread. I understand that with banned Pokemon, this wouldn't be very practical for the game itself -- but strategies still exist and can be unbanned at any point.
As a guide for what this looks like:
- Murkrow (banned, but otherwise eligible) = allowed
- Bulbasaur (first on an evolution chain of 2+ Pokemon; LC legal) = allowed
- Ivysaur (not LC, and otherwise ineligible) = not allowed (post to Venusaur thread)
- Spinda (not on an evolution chain with 2+ Pokemon) = not allowed
