The rules don't say anything about mainstream games, only unofficial ones. Pokemon Quest is an official Pokemon game distributed by the Pokemon Company, and so it's allowed here.
The rule is only supposed to target fan-made games, and stuff that makes illegal use of Pokemon assets.
