There could be a answer or question that you really like and agree with, but you don't have enough points to up-vote it. Why do you need points to give up-votes. You don't lose any points like when you down-vote somebody. It also takes the point away from "Upvote the best ones."

It's to avoid someone just creating a duplicate account and immediately starting to upvoting their original account. It's just a buffer to prevent people from mass spam voting themselves.
