No, movesets for Pokemon that aren't fully evolved belong on the page for their fully-evolved form. A complete set of rules for the moveset threads is linked here.
The only exception is for LC Pokemon, because that format uses very different rules to the others (especially with level restrictions impacting EV mechanics), and is popular enough that sets for it might interrupt the rest of the main thread.
