I'm just curious. Like all my answers and questions (before I got enough points) were approved by Fizz and my answers are BAed by Fizz. Just curious.

Nah, just a coincidence. Who ever sees it does it, unless they don't feel like it.

For example, if X sees it first but doesn't know if it's against the rules or not, he just leaves it for someone else to deal with.

This is completely correct, just another quick note. It would be unfeasible for staff to go through the new users list every day, divvy up whatever new people there are, and monitor them when most won't even post at all.
