Is this in a particular tier? Just it narrows it down that's all.

This is probally for haxmons :)
Give a Scarf to Togekiss/Jirachi and teach it Air Slash/Iron head.  I actually used a Scarf Togekiss for my competitive team a while ago.

Excadrill

Excadrill

Excadrill @ Choice Scraf
Ability: Mold Breaker
Nature: Adamant/Jolly
EV's: 252 Atk, 252 Spd, 4 Def/HP
Moves:

  • Iron Head
  • Rock Slide
  • Rapid Spin
  • Earthquake

Iron Head has 100% Accuracy and Rock Slide has 90% Accuracy, while both have a 30% chance to Flinch!

If you want you can use this alternative set and partner it with Tyranitar/Hippowdon.

Excadrill @ Life Orb
Ability: Sand Rush
Nature: Adamant
EV's: 252 Atk, 252 Spd, 4 Def/HP
Moves:

  • Iron Head
  • Rock Slide
  • Earthquake
  • Swords Dance

I don't know if this if for a particular tier, but I'll list a couple of Pokémon who use Flinching Moves.

Dark Pulse:

20% chance to Flinch and 100% Accuracy.

Darkrai
Yveltal
Hydreigon
Greninja

All common users of Dark Pulse.

Iron Head:

30% chance to Flinch and 100% Accuracy.

Bisharp
Excadrill
Cobalion

All common users of Iron Head.

Air Slash:

30% chance to Flinch, but 95% Accuracy.

Charizard
Togekiss

Both common users of Air Slash.

Icicle Crash:

30% chance to Flinch, but 90% Accuracy.

Mamoswine

Common user of Icicle Crash.

Waterfall:

20% chance to Flinch and 100% Accuracy.

Gyarados

Common user of Waterfall.

Extrasensory:

10% chance to Flinch and 100% Accuracy.

Greninja

Shinyfire is probably asking for moves that has 100% accuracy because he want moves that can work in haxmons, so rock slide wouldn't work.
Smasher, he has iron head(100% acc and can cause flinch)
I know
I thought he meant a Pokémon with a move with 100% accuracy and a chance to flinch, not a Pokémon with a 100% probability to flinch?
in haxmons, moves that can flinch, will flinch
wheres the love for weavile with icicle crash?! D:

well, theres tons of Pokemons with this combination. just pick a move you like from this list
and then see which Pokemon that can learn it. a random example is Lucario and mega Lucario (Dark Pulse, 112 speed)
