Give a Scarf to Togekiss/Jirachi and teach it Air Slash/Iron head.  I actually used a Scarf Togekiss for my competitive team a while ago.

Iron Head has 100% Accuracy and Rock Slide has 90% Accuracy, while both have a 30% chance to Flinch!

If you want you can use this alternative set and partner it with Tyranitar/Hippowdon.

well, theres tons of Pokemons with this combination. just pick a move you like from this list
and then see which Pokemon that can learn it. a random example is Lucario and mega Lucario (Dark Pulse, 112 speed)

Liepard fits the description.
It has the move Fake Out which always strikes first and always causes flinch.
It can also learn Dark Pulse which has 80 Pwr, 100% accuracy and 20% chance of causing flinch.

Deoxys-speed form(180 base speed) and it can learn dark pluse(100% acc. And 20% of flinch).
Mega gengar(130 base speed) and it can learn dark pluse(100%acc. And 20% of flinch)
Crobat(130 base speed) and it can learn dark pluse(100%acc. And 20% of flinch)

Mega aerodactyl(150 base speed) and it can learn bite or iron head( 100% acc. And 30% of flinch)
