Can Pokemon be randomly breed a HA?

Question

If I have two Snivys, both with the ability Overgrow, can I still breed them for a Contrary Snivy or do I need one parent with the HA to breed it on?

Nope

At least one parent must have its HA.
Females with HA are believed to have a 60% chance and Males are 20%
