You gotta feel bad for those Pokemon who get "the short end of the stick." I love Eevee and with her bad gimmick of having like 9 evolutions people hatch or catch an Eevee then just go to whatever evolution they want, I wanna give Eevee love, only if it's worth it. If not I'll stick to loving it in Amie, and making it mass produce eggs. If Eevee is worth it please tell me and give me a sample moveset.

I have literally no idea what this is asking (sorry if that sounds harsh). Are you asking if little Eevee could be used in NU, UU, OU etc.? Or are you asking if the Eeveelutions are viable? LC Pokémon don't get the short end of the stick, they evolve into the big, fat, OP end of the stick.
No, I'm asking if Eevee is able to make it in any team better than Lc effectively.
Eevium Z can't even work in LC either since the item is banned.

I think you get the gist. Eevee's base stats are so incredibly, dissapointingly, abyssmally low that not even an Eviolite, Focus Sash or Chople Berry can save it from being virtually OHKOd by every Pokémon ever. Eevee has virtually no niche that other Pokémon can do better. Sorry :(

jks aside, Dialga should never waste such a powerful move on such a frail Pokemon. Besides, Roar Of Time Dialga is a new meta.
I realised that this was old. But Extreme Evoboost on Eevee then Baton Pass might work too.
To use Extreme Evoboost Eevee needs to hold Eevium Z, which means no Focus Sash or Eviolite. Even with a +2 to Defense & Sp. Defense, I'd struggle to think anything'd change outside of LC.
In doubles, you can have someone to use Follow Me. So Eevee won't be attacked. It's a great strategy.
While there are a plethora of Moves affected by Follow Me, there are also a lot of Pokemon in Doubles that constantly use stuff like Earthquake, Heat Wave, and Rock Slide, which hit both Pokemon regardless of if you use Follow Me.
I did some messing around with the damage calc and htis is what I got: 0 SpA Dialga Roar of Time vs. 0 HP / 0 SpD Eevee: 327-385 (130.2 - 153.3%) -- guaranteed OHKO // :( //0 Atk Lopunny-Mega High Jump Kick vs. 0 HP / 0 Def Eevee: 632-746 (251.7 - 297.2%) -- guaranteed OHKO // :C // 252 Atk Life Orb Aerodactyl Stone Edge vs. 0 HP / 0 Def Eevee: 317-374 (126.2 - 149%) -- guaranteed OHKO // ;CC

Unfortunately no. Eevee is far too frail to work in any tier higher than LC as it is simply outclassed by every other normal type. Besides that, even with an eviolite, in any tier higher than LC, its bulk would be as good as nothing. Even opposing LC Pokemon can make quick work of an Eevee holding an Eviolite.

Even in LC, the only thing that makes Eevee an honourable mention is its spooky ability Adaptability that enables it to bop every second Pokemon with Return / Double Edge.

The fact that there is an eeveelution available in every tier doesn't help Eevee either as it would simply be outclassed by its Eeveelution.

I'm very sorry to disappoint you but Eevee has never been viable in any tier higher than LC and will most likely never be viable in any tier higher than LC

Eevee learns Helping Hand, Covet, Swift, Baton Pass, Bite and Swagger by leveling up, and it can learn Shadow Ball (don't ask me why), Hidden Power, Attract, and Protect by TM. Eevee's Z-Move is okay, but Normalium-Z covers a wider range fo moves than Extreme Evoboost. So to conclude, Eevee is above average.

I have actually seen a eevee sweep in ubers, I think? With the new z-move, eevee is capable of being a power house:
