What should I do to get it to evolve. I have Pokemon fire red and its at level 20 which is where its supposed to evolve
You need to level it up yourself. Pokemon never evolve in the daycare, they just gain levels.
Just raise its level by 1 by an exp share or switch training and it should evolve at level 21.
