Does Luxray only appear after the credits roll? If so, why did I already find one in Amp Plains?

It could be Explorers of Time, Darkness or Sky. In the first two games you can find Luxray on the Amp Plains as a boss, and in the last one as a starter (Shinx).

So yeah, you can find one before the credit rolls in all three games.

According to Serebi Luxray can be encountered on the 5-9th floors of the second half of Amp Plains in Explorers of Sky. The same is true in Explorers of Time/Darkness.
