Alright, so let me explain this gimmicky set, though there's not honestly much to explain. Basically, use Z-Rain Dance to set up the rain, and more importantly, raise your Speed by 1. Now that you've boosted your Speed, destroy everything you can with your STAB Thunder, which will now have 100% Accuracy in the rain. HP Water, which also benefits from the rain, and Signal Beam provide pretty good coverage and will always hit hard due to Xurkitree's massive base Sp.Atk, which will only increase with each KO because of Beast Boost.

Choice Scarf is actually a must for Xurkitree since he has less bulk and decent speed. The EV spread is suitable for a Special Sweeper with Scarf. Thunderbolt for a reliable STAB. Energy Ball covers it's only weakness : Ground. Dazzling Gleam and Signal Beam provides more coverage. Beast Boost is a great ability for sweeping.

 -Hypnosis
 -Thunderbolt
 -Hidden Power Ice (Energy Ball if wrong IVs)
 -Tail Glow

Ok so, if put in with a favorable opponent or you can catch them switching out, this Pokémon alone gives you about a %60 chance to win the battle.
First step: Z-Hypnosis. This gives you the same speed boost as a scarf, without being locked in.
If hypnosis doesn't land, consider using it again to put them to sleep.
Second step: Tail Glow. Now that you are at +3 special attack (over 1300), almost nothing can take a stab thunderbolt from you. And with beast boost that can max at over 1700 special attack!
Third step: Win! Their only chance is if they are prepared with sashes, priority move Pokémon, ones that still outspeed, or scarfed Pokémon.
Some examples I have encountered include: Pheremosa, Scarf Lando-T, Scarf Greninja, etc....

Now for move choice
Thunderbolt for a reliable and powerful STAB.
Hidden Power Ice is for Bolt-Beam coverage for all but like 7 of all Pokémon.
Energy Ball covers it's only weakness : Ground. (Only time I use this is if I know what my opponent is bringing or if it's my one in game that doesn't have the right IVs)
Beast Boost is just absolutely insane for one of the highest special attacking Pokémon in the game. So pretty much this Pokémon was made to sweep.

Since Xurkitree is the definition of a glass cannon, you have to make sure you send him out at the right time, if possible set up rocks and sticky web to break sashes and stop any possible outspeeds.
Also watch out for Tapu Fini and Tapu Koko's Surges, they prevent sleep and make the setup very difficult.

Nature: Timid
-Rising Voltage
-Dazzling Gleam
-Energy Ball
-Electric Terrain/Protect

This set was built with the 2021 VGC scene in mind. With all of the physically defensive Pokemon running around, you'll want this hard-hitting Special attacker on your side. This mon can be useful both in and out of Dynamax. I would suggest running protect if you are Dynamaxing it, since Max Lighting sets up electric terrain. Otherwise, you'll want to run electric terrain. Rising Voltage is a 75 base power electric move that doubles in power if the target is grounded in electric terrain. Dazzling Gleam is a dual target fairy move, so use it on mons like Dragonite or Galarian-Zapdos, since Neither are grounded. Energy ball for annoying ground types.

You're going to want screens support for this. Zap Cannon is the gimmik of this set. If it hits, lucky you, you just hit a Pokemon with a move that guarantees paralysis. If it misses, too bad, but at least you get a +2 speed boost. Thunderbolt is for your STAB that is actually reliable. Energy Ball deals with ground types. HP Ice also deals with ground types, but also hits super effectively on dragon types. Tail Glow boosts your special attack 3 stages.

Pretty straightforward Scarf set to help cover for Xurk's unfortunate speed stat. Last slot can be HP Ice for dragons and some grass types, or Ground for Marowak Alola and Heatran.

The Z-NUKE Wallbreaking Set:

Xurkitree is straight up insane in terms of the raw power it dishes out with STAB Thunderbolt or Gigavolt Havoc. This thing is absurdly strong; it has a base Special Attack stat of 173, and can boost it even further with Tail Glow and Beast Boost. If not for it's somewhat disappointing Speed, it will most certainly be an extremely dangerous Pokemon. Run this with Sticky Web support, grab a Tail Glow and start nuking things. As long as the enemy does not pack an electric immunity, something is getting ERASED by Gigavolt Havoc. To provide a testament to this thing's ridiculous power:

+3 252 SpA Xurkitree Gigavolt Havoc vs. 4 HP / 252 SpD Eviolite Chansey: 451-532 (70.2 - 82.8%) -- guaranteed 2HKO

With just a bit of prior damage, Chansey is getting OHKOed by this thing. Energy Ball is to hit Gastrodon and other Ground types trying to come in and block its STAB, and the choice of Hidden Power depends on who you want to get rid of. Ice is generally preferred to OHKO Garchomp and Landorus on the switch, but Ground is also an option if you wish to destroy the likes of Alolan Marowak and Magnezone who walls it otherwise. Or does it?

+3 252 SpA Xurkitree Gigavolt Havoc vs. 252 HP / 76 SpD Assault Vest Magnezone: 297-349 (86.3 - 101.4%) -- 50% chance to OHKO after Stealth Rock

Oh wait, never mind. So Hidden Power Ground is pretty much only for Alolan Marowak, if you are really afraid of it.

As usual, this is my VGC17 moveset for this electric... cable... thing? so, this spread let xurkitree survive an earthquake from a jolly garchomp and activate the wiki berry, survive a psychic from modest tapu lele under psychic terrain, offensively: dazzling gleam always 2-shots non-defensive garchomp and under tailwind it outspeed max speed adamant pheromosa.

Moves:
- Thunderbolt (Obvious must have. STAB and overall very powerful and reliable move)
- Energy Ball (Covers those pesky ground types)
- Dazzling Gleam (For those dragon types that resist the two other attacks)
- Tail Glow

Role: Special Sweeper (Very reliable set up if switched into unexpected mons)

This set is very strong when running screens, especially if he's freshly switched into a ground type Mon. People don't expect balloon on Xurkitree, so it takes a turn to miss a ground move, a turn to hit the balloon away or switch. Xurkitree will outspeed almost all ground type mons so you can put up your one or two tail glows and start sweeping. It's recommended to only do one glow since the second isn't exactly necessary, unless you run into a super bulky poison/grass type or something. Very good wall breaker as Xurkitree can take hits well if the opposing mon isn't invested into offensive stats. Pretty good speed but be weary when your balloon gets popped.

Similar to a Z-Hypnosis set. Z-Gravity will make sure Zap Cannon always hits for 5 turns, and raises Special Attack by one stage. Zap Cannon pairs with Gravity, and gives a guaranteed paralysis. Energy Ball is Ground coverage. Signal Beam is more coverage, but mostly you should Zap Cannon spam anything that isn't ground. This also works well if you Baton Pass some speed.

So I'm not quite sure why no one has suggested this strat yet, but I got the idea from BurlyGator's answer. But, instead of using Z-Hypnosis, which only has 60% accuracy, Z-Electric Terrain also boosts speed, but obviously doesn't miss, and also boosts the power of Xurkitree's Thunderbolt. Energy Ball is a solid move with a chance to lower Special Defense, (which shouldn't matter since the opponent will be knocked out) but more importantly, it covers Xurkitree's only weakness, Ground. Finally, I chose Signal Beam over Dazzling Gleam because once it has a few Beast Boosts, the 5-point base power difference won't matter too much, and it could also possibly confuse the target. Also, a lot of people chose to run tail glow, but honestly, Electric Terrain Thunderbolt is already boosted by two stages, essentially, because of the electricity on the field and because it's a STAB, which should allow you to get a KO, where it only gets easier from there.

In my opinion, this has worked really well for me, and while it may not have as much coverage, it has more power than any other version of a competitive Xurkitree, more options than any scarfed ones, and it's also more reliable.

Use Tail Glow at first, it wont matter if they one shot you because you have a Focus Sash. Then, dominate.

I think Xurkitree would be better with energy ball instead of power whip because it is a special attacker

Speedy SpA wiper, zap cannon hits? guaranteed paralysis, possible 1 HIT KO, miss? 2 stages in speed, even if they survive zap then you can try again or use something else to finish it off,
Zap Cannon is Stab and activates Blunder half of the time, Energy Ball is for ground types who are immune, Dazzling Gleam is for coverage and Thunderbolt is just for when you use blunder and need a consistent STAB move
