Tried to name a Finneon "Fck" in S/M, and it worked. According to Bulbapedia, "Fck" is a censored word. So why was I able to name my Finneon this?

Bulbapedia made a mistake. Not everything on that site is a strict rule, they probably have it outdated or didn't test it thoroughly enough.
Maybe you can nickname them "Fck" but you can't trade Pokemon named Fck.

Yup DA380 is correct sometimes info on bulbapedia is outdated. I'm pretty sure you checked the list of banned names in gen 6 since gen7 list is not available yet. Another notable thing is that that "fck" is a banned name in gen 6 but not in gen5 so it is very much possible that gamefreak might have removed the censorship on this name in gen7. Hope I answered your question to some extent. :)))

Some words are only banned in certain parts of the world, so while fck might be censored in one part of the world, it might not be censored where you are.

Are you sure about that? One of the purposes of the censor is to prevent offensive Pokemon being distributed through trade, which means there should be an international ban list that isn't restricted to language or location. Under the system you've outlined, I should be able to name Pokemon something profane in Spanish because I'm not in a Spanish-speaking country. But that won't make it any less offensive if I trade it online, so it defeats the purpose of the censor.
