I want to know if there's any way to take a Pokemon that I already have and increase it's IVs in a game before generation 7. I know you can breed for better IVs, but then you have to train a whole new Pokemon.

I don't think there is. I was in competitive battling for maybe 2 years before hyper training existed, so if there was another way I think I would have heard about it.

A Pokémon's IVs are fixed when it is generated by the game (i.e. when it is obtained as an Egg from the Pokémon Day Care, encountered in the wild, or given to the player by an NPC), and cannot be changed (although Hyper Training causes stats to become values corresponding the maximum IVs).

No, there is not any way to increase a Pokemon's IVs (or do something that would have a similar effect to increasing a Pokemon's IVs) before Gen 7.
