I was playing through Pokemon fire red and was trying to make a speedy charmander and was fighting pidgeys and ratatas because they both have speed ev stats but my charmander doesnt seem to actually be getting any evs from the battles, ive been keeping track and the speed should be changed, ive put charmander in the pc and everything to try and get him to update but it doesnt seem to do anything, this is a brand new playthrough so charmander shouldnt have full evs.

What level is it? Have you tried leveling it up or using a macho brace?
Lv. 8, I had just started a new game to test out ev training but it doesnt seem to be working. I went from pidgeys and ratatas to just chaining ratatas but nothing has happened.

In Generations III and IV, Pokémon recalculate their stats upon leveling up, except for Deoxys, whose stats are recalculated after every battle instead. Stats are also recalculated immediately if a Vitamin or stat-reducing Berry (see below) is used on the Pokémon.

Additionally, EVs behave weirdly at low levels. If Charmander is level 8 and has 16 speed IVs, then you need 16 speed EVs to raise Charmander's speed by 1, but you need 68 speed EVs to raise its speed by 2.

Small changes like this can easily be mistaken for the regular stat increases that happen upon leveling up. I think you should just continue EV training and hope it takes effect later.
