In a Pokemon nuzlocke does each name of an area count as a first encounter?

Question

For example, you’re in Alola and you’re in Route 1 and it has different areas such as Hau’oli Outskirts and the trainer’s school. Does each of these classified areas count as a first encounter for each area?

I'm pretty sure it's just personal preference. Count all the areas as Route 1 if you want a more difficult game. Count them separately if you want an easier game.
