My Eevee has low special attack and high special defense. What evolution would be best for him?

Low SpA and high SpD is a natural consequence of Eevee's base stats, which won't have any effect after it evolves. Unless you're referring specifically to your Eevee's nature or IVs, you should simply evolve it into whatever you like most. I don't assume you're playing competitively?
What game are you playing? What do you want to do with this Eevee? Do you want to battle other people, in-game trainers, or something else?

First things first, as Fizz pointed out, Eevee has low special attack and its special defense is its highest stat, meaning that really, with the information we know, it could effectively evolve into any of the 8 eeveelutions. I’ll make this answer for Gen 8.

Ok, so now that I’ve gotten that out of the way, it comes down to the IVs and Nature of your Eevee. I assume this is in game though, and I’ll point out that Umbreon isn’t the best option in game. A lack of offensive stats makes it outclassed by every other eeveelution in game, due to them all having a high offensive stat (for special attack there is Sylveon, Flareon, Vaporeon, Jolteon, Glaceon and Espeon. For Attack there is Leafeon and Flareon).

Anyway, as far as IVs and Natures go, if you have, let’s say, 24 Special Attack IVs, 30 Attack IVs, 28 Speed IVs, and Jolly Nature, Flareon/Leafeon would be the best option (by the way these are all random). Here are my suggested natures for each eeveelution:

Note: Hardy/Docile/Bashful/Quirky/Serious nature’s will depend on IVs so I’m not counting them, since they are all neutral natures.

Flareon- Special Attacker: Timid/Modest. Physical Attacker: Jolly/Adamant.

Jolteon- Timid/Modest.

Vaporeon- Modest/Bold/Calm.

Espeon- Modest/Timid.

Umbreon- I don’t recommend it, but Bold/Calm/Careful/Impish could work depending on the set.

Leafeon- Adamant/Jolly.

Glaceon- Modest/Timid/Calm/Bold, depending on the set.

Sylveon- Modest/Bold/Calm.

Anyway, these are just some recommended nature’s for them. Basically, it boils down to the IVs, but choose what you’d like. Again, just some suggestions.

Careful? I recommend Flareon/Leafeon then, since they aren’t special attackers.

I would say UMBREON or
LEAFEON

umbreon is the best tank in all the eeveelusions, it got a strong defence and Sp.defence, which will be perfect for your eevee. Leafeon is a good one also, cuz it got a high Atk and low Sp Atk, and of course, flareon is ok too, since it got high Sp.def and low Sp.Att, but the main point is—it’s the worst eeveelusion cuz it’s speed is rotten and defence too.
So Umbreon is the best for your eevee, hope it helps! :)

And you want, I can give a good moveset for you!

This is a good stalling Umbreon I’ve use always:
Umbreon @ Leftovers
Ability: Synchronize
EVs: 252 HP / 4 Def / 252 SpD
Calm Nature (+SpDef -Sp.Atk)
IVs: 0 Atk
- Wish (A healing move for umbreon)
- Foul Play
- Yawn (For opponent Dynamax, they probably switch or else get asleep!)
- Toxic (Why not?)

And here’s for Leafeon
Leafeon @ Live Orb
Ability: Leaf Guard
EVs: 252 Atk / 4 SpD / 252 Spe
Careful Nature
- Leaf Blade
- X-Scissor
- Swords Dance
- Synthesis

A life orb can’t be obtained in X/Y until the Battle Maison which I think is post game :/

Also, the asker doesn’t want to use Umbreon.
ok, but Umbreon is a good choice, just a suggestion so i also suggest  leafeon
Actually, Umbreon is very mediocre in game. It’s lackluster offensive stats hinder it greatly when it’s not used in competitive, because you want to be as fast and strong as possible while beating in game trainers.
