It almost certainly had the item Heavy-Duty Boots equipped. When equipped, they prevent the effects of all hazards to the user.
It's a common item to be seen on Cinderace, what with it being weak to Stealth Rock and how it's frequently a pivoter with U-turn. People don't want it to get worn down, so Heavy-Duty Boots are quite common indeed.
