In Diamond/Pearl/Platinum, do abilities that boost encounter rates (such as Static) also affect the Poke Radar?

Question

You see, I wanted to try to get a Shiny Mareep through using the Poke Radar within Valley Windworks, and I was curious... Would the ability Static boost the odds for Mareep while using the Poke Radar, or does the ability only affect normal wild encounters?

I'm asking specifically for the Gen 4 games, if I need to address so.

It'd make sense if it would work, but I haven't found anything that specifies that Static works with the Poke Radar.

https://www.smogon.com/ingame/guides/chaining says that static and magnet pull make some Pokemon easier to chain, although it doesn't explicitly say that those abilities still work after the chain already started.

This is a late reply, but as that Smogon guide suggests using Pokemon with those abilities to help with Poke Radar chaining in order to encounter Electric/Steel types more frequently, I think that's a suitable answer to my question, despite it not explicitly spelling out that "Static and Magnet Pull affect encounters with the Poke Radar".
