Yes, provided they pass Pokemon's inconsistent (and often oddly arbitrary) hack checks. Most bred Pokemon are perfectly legitimate.
As long as the Pokemon is obtainable it should be fine. Now that mirror herbs are a thing, I think incompatible egg moves are no longer an issue. There's probably some super obscure moveset that isn't legitimately obtainable but can be obtained by breeding hacked Pokemon (likely involving moves that must be learned in older games), but I don't know if a moveset like that exists.

Hacked Pokemon are allowed in competitive play as long as they do not have any illegal qualities. If it's a legal Pokemon, it doesn't matter if it's hacked or not.

The only point of Concern I’d have is if said hacked Pokémon had an illegal ball for the offspring that got passed on by breeding. The most obvious example would be anything not featured in Hisui having a Strange Ball (meaning it has a Legends: Arceus Ball Type). However, they pass down as Pokeballs through breeding.

You wouldn’t have to worry about Cherish Balls and Master Balls either as they also pass down as Pokeballs through breeding, which most Pokémon that can breed, if not all, are legal in. :P
