Why did Toxic have no effect in Stadium?

I went to this video games thing and it had Pokemon stadium. I had sandslash and it used toxic in rhydon. Why did it fail on a non-poison type

Toxic doesn't miss when used by a Poison type starting in Gen VI. Stadium was before that.

Apparently OP doesn't respond to clarifying questions but does correct answers, so I guess I'll try putting a bunch of possibilities in this answer and see if OP agrees with any of them.

Toxic missed.

Rhydon was using dig (or fly).

Rhydon was already affected by a status condition.

Rhydon had a substitute.
