Replaying Platinum these days and this just came up.

Let's say the user uses DynamicPunch or Zap Cannon, is at -6 accuracy and the enemy is at +6 evasion and fighting in the Sinnoh fog for example. What is the lowest possible accuracy percentage that an attacking move could have in this situation?

Also, what are some other situations like this one with bad accuracy percentages?

There are a few things that modify a move's chance to hit without using stages, like bright powder, hustle, sand veil, and wonder skin.

Minimum accuracy/evasion stage multiplier (1/3) hustle (4/5) dynamic punch (50%) against bright powder (9/10) tangled feet (1/2): 3/50 or 6% chance to hit (ignoring rounding)

What about OHKO moves?
OHKO moves are not affected by accuracy and evasion stats.
This is incorrect. +6 evasion and -6 accuracy do not stack. The minimum multiplier of accuracy is 1/3 (see the bulbapedia site you linked). As such, the minimum accuracy is 6%.
+6 evasion (opponent), -6 accuracy (self)
