Why does Azelf learn Explode? [closed]

Question

I was looking for Pokémon whose learnset contained Explosion in Pokémon Scarlet and Violet. All the Pokémon, in my head, could explode, except for Azelf. So I'm back to ask the Pokémon Community:

Why can Azelf learn Explode at level 77? I don't need an explanation of the level, but I need for the move itself.

because azelf is a bomberman who will sacrifice everything to beat Cynthia :)

Azelf is the willpower Pokemon, so obviously it would explode through sheer determination.
