I have a Gyarados that is trying to learn Twister and I'm trying to decide which move to forget.

Dragon Rage does 40 damage. The end thats it no matter what, nothing else really to say.
Twister however depends on a couple of things. First what level your Gyarados is I would assume 35 as thats when Gyarados learns it. Second it’s IVs, EVs, nature… all that, considering Gyarados’s abysmal sp. Atk stat and the fact it’s not something like lvl 100 means that…

Dragon Rage is better if you simply just want to beat the game as it does 40 damage consistently however if you want a more long term game plan for the future Twister is probably better. Since it’s the only other Dragon type move Gyarados gets besides Dragon dance which doesn’t even deal damage.

Dragon Rage is always better for Gyarados, though isn't the best for it later on. Ditch Twister. Dragon Rage always deals 40 damage, no matter the Pokémon. Twister, meanwhile, is a 40 BP move that works off Gyarados' Special Attack and is only super-effective against a handful of Pokémon in the game.

Keep Dragon Rage early on, as it can reliably 2HKO most Pokémon at the level you get it. It becomes outclassed quickly however, so replace it with a more reliable TM move like Return, Dig, Secret Power, etc.

Your answer is good too, I just thought it'd help talking about the two in regards to other moves as well.
