Balanced Blastoise Moveset

Blastoise (M) @ Leftovers
Ability: Torrent
EVs: 4 HP / 126 Atk / 126 SpA / 252 SpD
Relaxed Nature
- Ice Beam
- Surf / Scald
- Iron Defense
- Skull Bash

  • Ice Beam (Coverage)
  • Surf / Scald (STAB w/ power or Status)
  • Iron Defense (Makes up for lost EV's in Defense)
  • Skull Bash (Increases Defense plus awesome move for Blastoise)

252 SDef is good for defending against Special super-effective moves since theres many special type moves in the electric/grass categories. Iron Defence and Skull Bash even out your Defence stats quickly since Blastoise can take a few T-bolts etc. while setting up. Ice Beam is there to defend against Grass and is a solid move to have for coverage. Surf and Scald are there for STAB but it depends if you want the power or the status effect to help out your defense. Both are very accurate with 100% accuracy.

As we can see, Blastoise's stats makes him a really good wall. But he doesn't seem to have suitable moves for that. So, what I'm trying to say here is that normal Blastoise is not very good to use. This is a recipe that I found very interesting on every Pokemon game:

Using it right now. a mixed evs support can make it sweep away teams.

Quiet Nature
- Ice Beam
- Dragon Pulse
- Aura Sphere
- Aqua Tail

  • Ice Beam (90 power, coverage against grass types, may freeze the opponent, pretty much always hits. every water type with a good sp.a. stat should have it ((if it learns))
  • Dragon Pulse (85 base power, pretty much always hits, boosted by mega launcher, takes care of most dragon types. also deals a great damage to any other damage which don't resist it).
  • Aura Sphere (80 Base power, booster by mega launcher, has to hit, covers 5 types. just awesome)
  • Aqua Tail (good to have a physical attack anyways, you also get a STAB boost. accuracy is not bad too.)

It's slow, but bulky enough to hung on a move. and if you do so, your opponent will be in some troubles.

So, we all like a good offense. But don't you hate entry hazard spammers? Well, Blastoise is just the Pokemon.

Hasty Nature
IVs: 0 Atk
- Rain Dance
- Rapid Spin
- Aqua Ring

Leftovers heals every turn. Rain dish will heal during rain. Aqua ring makes Blastoise even more toxic. Rapid spin, while low in power, is excellent for dealing with Pokemon that lay entry hazards, as it damages a bit, but also gets rid of all entry hazards ion your side, and reverses them onto your opponent. It also raises speed afterwards, so it deals with sticky web's effect. This makes it near impossible to kill, and non-patient opponents may just forfeit out of Blastoise's sheer toxicity. Great for Mega Rayquazza spammers.

Ability: Rain Dish
EVs: 252 HP / 4 SpA / 252 SpD
Calm Nature
- Rain Dance
- Protect / Toxic
- Rapid Spin
- Scald

The combination of Rain Dish, leftovers and the EVs on Hp and SDef make this thing nearly unbeatable

Protect is to stack Leftovers recovery and possibly Scald's burn damage, as well as scouting choice-locked Pokémon. Meanwhile Toxic is always good on defensive mons, specifically as a way to chip away the opposing Pokémon's Hp.
Rapid Spin gets rid of entry hazards like Toxic Spikes and Stealth Rock
Scald is STAB that makes Blastoise not vulnerable to Taunt while also being able to burn mons that you can't poison with Toxic

Shell Smash
Blastoise @ White Herb
Ability: Torrent
EVs: 4 HP / 252 SpA / 252 Spe
Modest Nature
- Hydro Pump / Scald
- Ice Beam / Aura Sphere
- Dark Pulse/ Flash Cannon
- Shell Smash

Shell Smash is the key for turning Blastoise into a dangerous sweeper, with the White Herb returning its bulk back to normal.

Hydro Pump is powerful but inaccurate STAB, Scald is more accurate and can burn, but it is less powerful
Ice beam, Aura sphere, Flash cannon and Dark Pulse are all options for coverage.

Wich set is better in your opinion?

I flagged this because you forgot the nature. I'd suggest replacing Mystic Water with another item like Life Orb or Choice Specs for the offensive variant, because you have only one Water type attack

Yes, I'm aware that this set is similar to the Smogon set, but I've been using this set and it performs well. Use this during dual screens to get better results. Sub up, then you use Shell Smash while your Sub and dual screens are up. Surf is STAB. Dark Pulse has a chance to flinch the opponent. Watch out for Haze users like Mantine and Vaporeon, as they can get rid of your stat boosts.

What ability for the other two sets?
Sorry Torrent would be best & white herb as the item for the shell smash moveset
Added those in your sets. For the future reference, rather than typing out your sets manually (which I'm assuming you did), it's a lot easier to simply make the sets on the Showdown! battle simulator and copy/paste them here by clickling the Import/Export button in the teambuilder. The way sets are formatted when you copy/paste from Showdown! is called the Showdown Importable syntax, which increases readibility of movesets as well as making sure movesets don't leave out important details(i.e Ability, EVs, etc).

Possibly the best water type from the whole NU, Hydro pump is stab, shell smash is setup and also make the turtle fast. For not have defense lowered, we have white herb. Ice beam and aura sphere are coverage.
