You don’t need a tag to indicate you need help. There’s not really a need to classify questions like that — it’s more or less assumed you need help if you’re posting a question, right?

It looks like about fifteen of them are in reference to the move, while the remaining six are for assistance.

Most likely, the tag was originally created for the move Helping Hand, but if you feel a tag fits your question, why not use it? Tags are just for organizing questions, and there aren't super-strict rules governing them.

Authority with the right permission can just re-tag it, anyway.

The tag should be for the move, and not anything else.

There are some tags like "help" which are automatically removed because they are useless (it's assumed everyone asking a question is looking for help!). So the tag has probably been used for other posts because they couldn't use "help". Ideally those questions not about Helping Hand the move should be retagged to something more useful.
