I mean, it would make a lot more sense that you have to earn good amount of points to upvote or down vote. If the person gets 100 points, it makes sense to say that he's got a little experience to know what's good enough for upvote or bad enough to down vote.

(this is just my opinion and this is only for pokebase points )

That seems like a lot of points. It’s say 50 to vote but it might be good to have something like that.
As far as I am aware, there hasn’t been any problems with new user’s ability to vote very early on, unless I’m not paying enough attention. :P

The point of your suggestion is that you should season the users before their tastebuds are introduced to voting, but the voting they do usually doesn’t disrupt or negatively effect the community. It’s not like they spam downvote anyone, and upvotes don’t really hurt the system, even if given out to subpar questions- typically they are giving a new user enough points to post on wall and vote themselves- not a bad thing unless they use these privileges to encourage a ban.

Like a person makes dupe account, gives it 1 upvote from original and procedes to give himself upvote on everything. If the higher people see someone reach 100 points very soon and that user is giving lot of upvotes, they should get an idea what's happening
If they break the rules, they get banned and removed from our community. The idea is that it doesn’t matter if you can upvote/downvote/wall post and abuse it, the mods will find them and drop the hammer.

It isn’t very hard to catch and ban dupes: the mods do it all the time. If they spam upvote themselves they’d be caught and banned whenever a mod detects them- which has proven to take less than 9 hours typically. At which point they are banned, those points no longer matter. :P
