I'd disagree. It has nothing really worthy of UU.
Then which tier ? It already has a good special attack and speed. But it is outclassed.

Nah, they can't place this one in NU.
It has nothing really amazing going for it though, lacking even Typhlosion's Eruption. What it does have is a 25% Stealth Rock hit and a weakness to Sucker Punch, Aqua Jet, and Pursuit. It will either be a pretty great NU Pokemon with it's solid stats or a terrible RU Pokemon with its weak stats and poor typing. For its sake, I hope NU.
You'd be surprised. Check out the set I posted below to see a good way to get mileage out of this thing. It's been lethal on my OU teams.

Delphox is a special attacker so this is my move set for a competitive Delphox
Item: leftovers/ Red card
Nature: Timid boost Special attack takes away attack (great for a delphox)
Ability: magician

Calm mind: Sp attack plus Sp defense boosted in one move now your talking!

Flamethrower/ Mystical fire: Flamethrower for power, Mystical fire for slightly less power but special attack lower which is nice.

Psychic/ Psyshock : personally psychic but psyshock is nice if your friend uses something like a blissey with only like 100 defense and like 500 sp defense (Just a guess)

Grass knot/ Hp grass/ light screen / hypnosis or maybe blast burn for quick power

Please tell me what you think of the competitive move set

In game set:
Item: psychic/ fire plate/ leftovers
Nature: modest
Ability: Blaze for fire boost when needed

Flamethrower STAB
Psychic STAB
Sunny day/ hypnosis
(sunny day) solar beam (hypnosis) dream eater

STAB, and is one of the best Special attacks in the game.

-Mystical Fire
It gets STAB, and it's great to use on a Pokémon with a high Sp. Attack stat, like Charizard or Reshiram.

-Shadow Ball
Fits with Sp. Attack, one of those good Ghost-type moves, and counters that weakness.

Use this move whenever you have a Groudon or Mega Charizard Y in use for Double Battles. Due to their Drought ability, you can use SolarBeam right away.

This moveset is for those who want to troll everyone(pretty much...)

Ability: Blaze
Nature: Modest
Role: Special Sweeper/Staller
-Mystical Fire, for lowering Spec. Atk and STAB
-Psyshock, for taking down the pesky Special walls(I'm lookin' at you, Blissey...)
-Calm Mind, for becoming stronger and more of a Special wall
-Grass Knot, for covering each of Delphox's weaknesses!!!
Note: Even if you have Grass Knot, it's probably a good idea not to take risks!!!
Now, l have to put this moveset on my Delphox, so BYE!!!

Physical Set. I use this set since my starter had this nature.

Delphox w/ Sirtus Berry
Max Atk, HP
+Atk, -SpA

- Flame Charge(STAB, Boost Speed)
- Power Up Punch(Boost Attack)
- Zen Headbutt(STAB, Flinch)
- Facade/Thunder Punch/Whatever You Want For Damage

This is what I've found to work, it may seem odd but it is actually pretty effective, definitely worth a go.

EVs: (can mix these up a bit) 76 Def/144 SDef/144 SAtk/144 Spd
- Wish
- Protect
- Fire spin
- Flamethrower
- Psychic
- Will-O-Wisp

With this essentially you are going to stall out and slowly kill them with your Fire spin. When opening start with a fire spin or protect if you want to get an idea of your opponents Pokemon. Proceed to Wish -> Protect and maintain the fire spin. If you decide to go will-o-wisp open with will-o-wisp then wish -> protect -> firespin

Solar Beam is for all weaknesses and can be used after Sunny Day, lowering water type move's damage and hiring power of fire blast and flamethrower! Psychic and Psyshock are both STAB, and are a Psychic type's favorite moves! Have fun with this loved starter and battle well.

Alt. Choices: Shadow Ball, Grass Knot, Dazzling Gleam, Wish

Delphox. I feel bad for this guy, it's really underrated in competitive. (Or that's my opinion, at least.) I use her and she actually helps me out quite a lot! Here's the set:

Delphox is born to be a fast special sweeper. Those special attack and speed stats are amazing, so pour the most EVs into those stats and put the rest into its special defense.

The item I use for Delphox is Leftovers. It makes up for it's frailty and helps keep it on the field. Another good choice is Red Card, if you want to be a troll with the Substitute.

The ability is just fine being Blaze, as Magician doesn't really do much if you're going to be holding an item.

As for nature, best to go with either Modest or Naive. Modest will boost your special attack, but Naive will guarantee you will be the fastest on the field. However, it does sap a bit of your special defense.

And last but not least, it's moveset:

Delphox's two main STAB moves are Fire Blast and Psychic. Or if you want, use Psyshock instead of Psychic if you feel you might come across special walls like Blissey.

Calm Mind boosts Special attack and Special Defense, and Substitute will make up for your frailty and allow you to set up quickly.

The plan is simple. Put up a substitute, rack up as many Calm Minds as you can, and once the Sub is broken, you'll be ready to sweep.

Delphox has other good moves if you feel like using them: Grass Knot and Shadow Ball cover her weaknesses, Dazzling Gleam takes out unsuspecting dark types and dragons, and Wish makes up for her frailty.

However, Fire Blast // Psychic // Substitute // Calm Mind works the best for me.

It's simple, will-o-wisp to burn yoir opponent. Psychic because it can lower opponents SpDef and because of high SpAtk. Mystical Fire because to its a fire type and like Psychic it lowers SpAtk. Dazzling Gleam to use against Dragon dark and all the other types weak to fairy.

Trait: Blaze, or Magician for Colbur Berry
EVs: 236 SpA/ 244 Spe/ 4 HP/ 12 Def/ 12 SpD
Timid Nature
- Will-O-Wisp
- Mystical Fire
- Psyshock
- Shadow Ball
And so use Will-O-Wisp for physical strikers, Mystical Fire for special attackers, Psyshock to go through special walls, and Shadow Ball for coverage. Alternatively, you could use Psychic and Flamethrower/Fire Blast instead but they don't tend to work as well. Dazzling Gleam could replace Shadow Ball for coverage against Dark types.
