Goodra is a powerhouse when worked effectively. Keeps gaining HP and covers all of its weaknesses. This is a very competitive moveset. Great attacking tank. Or, if you want a special attacker/tank moveset here is one. (Only use this in a rain team)

Ability: Sap Sipper Hydration and Gooey have Grass do 1/2 of the damage, while Sap Sipper makes Grass do no damage, while boosting its attack power as well.
Nature: Rash or Naïve Rash raises Goodra's many Sp. Attacks, but lowers its special defense, which it is by 40 its highest stat (150, follow-up special attack which is 110.) Naive raises Goodra's speed (which, being the lowest, is 80), and lowers it's Sp. Defense..

Sp. Attack: If using Sp. Attack For Type Coverage, Fire Blast (Fire, 110, 85 accuracy, 5 PP, Ice Type Coverage) Blizzard (Ice, 110, 85 Accuracy, 5 PP, Dragon Type Coverage) Sludge Wave/Sludge Bomb(Poison, Wave 95, 10% chance to poison target,Bomb 90, 30% chance to poison target, 100 Accuracy, 10 PP, Fairy type Coverage) If using Physical Attacks for type coverage, then I suggest Sludge Wave, Sludge Bomb, Hyper Beam (not Giga Impact, Goodra has stronger Special Attack then it does Physical) (Normal, 150 damage, 85 Accuracy, 5 PP, however, the user can't move next turn) Muddy Water (Water, 95 in Generation 1-5, 90 in Generation 6+, 100 Accuracy, Hits all targets, Muddy Water does good damage and does not have any recoil effects or damage.)

Physical Attack: If using physical attacks for type coverage: Superpower (Fighting, 120, 100 Accuracy, Ice type coverage, since Goodra doesn't have very good speed, Focus Punch would not be a good move for competitive battling.) Outrage (Dragon, 120 Damage, attacks 3 turns in a row, Dragon type coverage, This attack has disadvantages, judging that it must go 3 turns in a row and you are confused at the end, but not if you have a substitute or the Pokémon as Own Tempo, which is not one of Goodra's abilities) Iron Tail (Steel, 100 Damage, 100 Accuracy, Fairy type coverage.) Even if not using Physical attacks for type coverage, I would not change the moves, since they are all pretty powerful. The only thing I would change is Outrage to Power Whip, since it has equal damage. Power Whip is a Grass type move with 85 accuracy and no recoil stats or damage.

Stat Move: Substitute (Normal, -- Accuracy, replaces the user with a substitute that keeps them from taking damage with however much HP the user uses on the substitute. You can use moves while it is substituting, and you can heal Goodra while the substitute is out.) Attract (Normal, -- Accuracy, the user makes the Pokémon fall in love with it if it is the opposite gender, and this almost always ''immobilizes the user with love'', which, like paralysis, keeps it from attacking. You can use this time to heal Goodra.) Curse (Ghost, -- Accuracy, Ghost-type Pokémon use 50% of their maximum HP to place a curse on the target. The cursed Pokémon loses 25% of their maximum HP every turn. If the user has less than 50% HP remaining, they will faint but the curse still takes effect. I'm not 100% sure, but this does not take Goodra's health. If it does, Attract or Substitute should be included in the move set. )

Use the last available move with Acid armor. Acid armor has 40 PP in generations 1-5, and 20 in generation 6+. Acid Armor sharply raises Goodra's attack stat (+2 stages each), and Goodra's special defense is very high as well, making this move stronger. Although, this is an Egg Move, so it would be difficult to achieve this move. If you can't get Acid Armor, I suggest Fire Blast. It would be a 2nd Sp. Attack and gives more type coverage, which is a plus.

These sets are all questionable at best. PP is one of the last things you look at when choosing moves. NEVER use Hyper Beam or Giga impact. Don't use a nature that lowers defense unless you are running a mixed set, which your not. While Outrage is not the best move, it is better than Power Whip, as it is STAB. No one will use a grass move on Goodra, so Sap Sipper is really a waste, plus you can bluff Sap sipper by using another ability. Hydration is good for rain teams, but really Goey is the best, as it can relatively cripple sweepers. Attract is overall a pretty bad move, and should really not be used by a Pokemon like Goodra. Curse only works like that when you are a ghost type Pokemon. For Pokes like Goodra, Curse lowers Speed and raises Attack and Defense one stage. Acid Armor is okay, but generally there are better options. Focus Punch has positive then negative priorty so speed matters very little. Iron Tail is generally not good due to its lack of coverage and low accuracy, which is 75% btw. So I hope this didn't come across as harsh, but really you should look into the Pokemon more, before you post a moveset.

Goodra (F) @ Assault Vest

Goodra is the best counter to Ferrothorn in the OU. Sap Sipper, good HP, and Fire Blast. Never have had a problem with Ferrothorn while I have Goodra. Without it, Ferrothorn sucks. The rest of the moves are type coverage for Special sweeping. It also functions as one of the best special walls to ever exist. It can tank nearly any special attack, even ones that are super effective. I've seen this set take a Draco Meteor from a Latios and been able to keep going.

The only downside to this set is no healing, but it's not super necessary when it hardly takes enough damage to need to heal. When it gets too weak, keep it on hand to just take in Grass moves when necessary or hope that it's fast enough to sweep a couple Pokemon. I like that it's a wall with some actual offensive usage.

Sap Sipper is so you can saftley switch into to grass type moves. Sub up, then use Acid Armor to boost your defense. Body Press hits hard after using Acid Armor. Dragon Pulse is STAB. This set would best fit in on bulkier builds. 184 Speed EVs outspeed Max Speed Adamant Tyrantrum. 252 EVs goes into HP, and the remaining EVs goes to Special Defense.

Assault Vest / Expert Belt Goodra. Assault Vest can be used to give Goodra more special bulk. Expert Belt can be used instead to fake a Choice Specs. The ability is Sap Sipper so you can freely switch into grass type moves. Draco Meteor is strong STAB. Dragon Pulse can be used instead for a more consistent STAB at the cost of lower power. Thunderbolt is for coverage against water types like Blastoise and Araquanid. Fire Blast is for coverage against steel types like Copperajah and Bronzong. Sludge Bomb is for dealing with fairy types like Sylveon and also comes with a 30% to poison opposing Pokémon.

Teammates

Vaporeon is a good partner for Goodra. Goodra can switch into grass and electric moves aimed at Vaporeon. In turn, Vaporeon can keep Goodra healthy with wishpassing and status curing. Steel types like Bronzong and Copperajah are good partners since they can deal with fairy types, since Goodra is weak to them. Pivot mons like Rotom-C are also good partners to help bring in Goodra.

Pretty similar to the standard set on Smogon, but with Iron Tail in place of Sludge Bomb. Draco Meteor is powerful STAB. Thunderbolt allows you to deal with bulky water types like Mantine and Vaporeon. Fire Blast allows you to deal super effective damage to steel types. Iron Tail is why this set is called a Diancie lure. Iron Tail allows you to 2HKO physically defensive Diancie (assuming you hit both times) on the switch.

4 Atk Expert Belt Goodra Iron Tail vs. 252 HP / 252+ Def Diancie: 187-226 (61.5 - 74.3%) -- guaranteed 2HKO after Leftovers recovery

Dragon Pulse / Outrage are STAB. Fire Blast or Earthquake are used for coverage. Rest is good with Hydration. Sludge Bomb is coverage and can poison. I didn't have Rain Dance on this Goodra because I already have another Pokemon with the move.

Why are you investing in Attack and using a Mild Nature? I know that Outrage and Earthquake are options, but if they're not used, Attack investment is pointless and something like Modest is better. Of course, that only applies if not using Outrage/Earthquake, so I'd suggest adding a note about using different EVs/Nature depending on what moves are chosen. Also, that EV spread could use some work. 240 / 4 / 250 leaves some EVs unused. A Pokemon can have 510 EVs in total (though two are useless) and a maximum of 255 EVs in a stat, but because four EVs equal a stat point at level 100, a Pokemon only needs 252 to maximize its EVs in a stat. A simple EV spread is 252 EVs in two stats and 4 EVs in a third stat. And Earthquake isn't STAB on Goodra, as BeastMaster said.
I agree. Earthquake is the best STAB move Goodra has in its movepool.
The EVs are nonsensical. 250 EVs don't hit anything 248 and 252 hit. Investing a bunch in Special Attack and Attack never has and never will be a good idea, especially since you're investing 240 attack EVs into a single optional non-stab move.
