According to Serebii, the only Pokemon apart from Snorlax that appear as static encounters are the legendary Pokemon: Articuno, Zapdos, Moltres, and Mewtwo.
That said, there's a bunch of gift Pokemon you can receive through various parts of the games. You cannot catch these, but they will belong to you for use in battle, with your ID and OT. They're also at fixed positions making them essentially static 'encounters'. These Pokemon are Pikachu, the three Kanto starters, Eevee, Lapras, Hitmon(lee/chan), Kabuto/Omanyte, and Aerodactyl.
