I’m about to fight Clair. My current Fly user is Togetic, but I don’t know how useful it will be until it evolves and it has a Jolly nature, which lowers its Special Attack

I don’t know if it’s worth using it. What should I do?

I want to avoid HM slaves, as Fly is something I’m going to be using all the time and I want to have it on me at all times. Should I keep my Togetic or exchange it?

My best guess would be Fearow because you can get a Spearow that gains boosted experience.
In SS, fly's base power is 90, which is actually pretty good. The only flying attacks that are stronger are sky attack, aeroblast, and brave bird, and I don't consider sky attack "better" because it gives free turns to the opponent.

So how exactly do "Most of the pokémons that can learn fly also can learn better flying moves"?

I my opinion, the best fly user for HG/SS is Fearow. Crobat is great, but it has to go with friendship evolution which can get annoying. Also, you can get Kenya the Spearow from a guy and thus, since the Spearow is not yours, it gets boosted experience.

Noctowl or Crobat are excellent choices for flying types in HG & SS.

Noctowl will probably be easier to obtain than Crobat considering where you are currently in game.

But honestly use whichever Pokemon helps you best for your team.

Pigot, is a good one.  I have always use pigot a very long time.
How is Pidgeot better than Fearow?
@sumwun I think these 2 guys come before spearow, but I am not sure. Also for some reason a lot of people don't like fearow to much
Crobat is the best
But how is Crobat better than Fearow?
Better stats in every category, better duel typing, better move pool.
Fearow is much easier to evolve. Its boosted experience gain and 102 base power STAB return means it's usually dealing more damage than Crobat. (their physical attack stats are both 90, by the way) Poison is super effective only against grass, which flying already covers, so poison flying isn't really better than normal flying.
Crobat gets good status moves like Confuse Ray(for obvious reasons) and Haze which can remove accuracy drops from Kingdra's Smokescreen. It's all down to personal preference, but I would go with Crobat
Crobat is also 4x resisted to chuck's fighting attacks which would be one of his main uses. and just like boaty mcboatface said, he gets confuse ray.
Confuse ray has a 1/2 chance of wasting a turn and still letting the opponent move. Haze and fighting resistance are useful sometimes, but I think it's not worth the grind required to evolve Zubat into Crobat.
that makes sense. to me, after it learns wing attack its not too hard to train
Spearow learns aerial ace before Zubat learns wing attack, and a Spearow/Fearow with aerial ace is much stronger than a Zubat/Golbat with wing attack. It takes quite a while for Golbat to evolve into Crobat and get closer to being as strong as Fearow.
It takes like 3 levels for golbat to evolve into crobat. wym? Spearow gets areal ace at the same level zubat gets wing attack
Spearow gets boosted experience, so it reaches level 17 more easily than Zubat does. Also, Zubat starts with 70 friendship. With a soothe bell, it gains 7 friendship per level until it has 100 friendship, then 4 per level until it has 200 friendship, then 3 per level. It needs 220 to evolve. To evolve it in 3 levels, you'll need a huge load of EV berries.
walking and battling while letting it stay alive helps the process. I might have done it in 5 levels
Getting Golbat at level 22 and Crobat at level 27 is still harder than getting a level 20 Fearow. Are you sure that having a weaker Zubat/Golbat for so long is worth having haze and the fighting resistance later in the game?
it's not only the fighting advantage. Crobat has better stats in every category except for in equal attack stat.
Okay I just calculated this. When I consider boosted experience, Fearow's return is over 4/3 as strong as Crobat's fly, and this power difference is even bigger before Crobat evolves. Why do resistances and stats like HP matter when both can outspeed and one-shot most (and for Fearow, a bit more) of their opponents? 100 speed is plenty for outspeeding almost everything. Crobat's extra 30 speed is rarely useful.

Also I think we're both starting to forget things, so I'll try to summarize what we've said so far.
Fearow:
evolves earlier
does more damage even after both evolve

Crobat:
better HP, defenses, and speed after evolving
more resistances
can learn haze
What do you mean by boosted experience?
If a Pokemon's OT isn't the player, then its experience gains get multiplied by 3/2. For many Pokemon, including Spearow and Fearow, level is the cube root of experience, so Kenya the Spearow levels up about 8/7 as much as Pokemon without boosted experience.
