Where I can find the Master Ball in Let's Go Pikachu?

I know it is in Celadon Cave, but where is it and how do I get it?

You need to Complete the Event at Silph Co. in Saffron City.

The President will give you the Master Ball after you defeat Giovanni at Silph Co.

You can also get additional Master Balls in the glittering spots at Cerulean Cave

It's not incorrect, it's partially correct. he asked where can I find THE Master Ball, as in the Master Ball that is given to you during the story. You could have commented on my answer that it's also found in the glowing spots in Cerulean Cave and i would have added it to my answer.
