What ground types can't learn dig?

the point i didn’t mention Arceus, Silvally, was because their main form was Normal type, and turwig and grotte was both grass type.
Yamask i’ve mentioned it already mentioned.

Tried it and found Zygarde-Complete apart from that, however in its moveset it can learn Dig. I am confused about how that command works.
