I do not understand

Maybe because of Blissey holding Heavy Duty Boots?
leftovers and heavy duty boots are more valuable than the defence for the majority of ladder, makes it harder to wear down which is valuable for game in game out. Chansey's better bulk used to be more important.

Chansey is supposedly better than Blissey according to who? In prior generations it absolutely was better, but that just isn't true anymore. The simple reason for this is the introduction of Heavy-Duty-Boots in conjunction with new Teleport mechanics that have bolstered Blissey's pivoting capabilities. Despite being less bulky, Blissey takes a huge advantage over Chansey with the ability to ignore all entry hazards on switch-in. Ignoring hazards is an important quality that allows it to switch in more freely and pivot out with Teleport, a really effective way to generate momentum. While Chansey gets Teleport as well, it will slowly but surely get chipped away by switching in repeatedly and taking entry hazard damage every time making it a much less effective pivot. And lets not forget that Knock Off usage is at an all time high in the tier with it being available to Clefable, Toxapex, Zeraora, Rillaboom, and plenty of other commonly used Pokemon. Needless to say, Chansey without its Eviolite is a lot worse, whereas Blissey can handle losing its item a lot better. I talked about this a bit more in my answer to this question a few months ago.

Simple: Chansey has to hold Eviolite to be viable.

Blissey has more versatility in the item department. Yes, Chansey is bulkier with Eviolite, but on every switch in it takes Stealth Rock / Spikes damage, and this is quite hindering due to Natural Cure. Chansey is more scared of constant switching, allowing Pokemon to take advantage of this and status it. Plus, such easy chip damage on such a sturdy wall is really not ideal for the user of the wall.

This is why Blissey, in this metagame, is considered better. It usually runs Heavy-Duty Boots, allowing it to use Teleport and cure its status with Natural Cure without taking entry hazard damage. As PX pointed out, Leftovers are also viable, as they indirectly cancel out entry hazard damage.

So, basically, Chansey may have better bulk with Eviolite, but Blissey taking no damage or passively healing the damage from entry hazards is more valuable than sheer bulk.

Blissey

Can wear Heavy-Duty boots
Can also hold Leftovers, but that's unconventional
Not as susceptible to Knock Off
Heavy-Duty Boots also is good since Blissey has the ability Natural Cure, and it can use the move Teleport. Not to mention, it also has Wish, which makes it one of the best support Pokémon in the game, rivaling the likes of Clefable

Chansey

Has higher bulk
Is a prime Knock Off target, and Knock Off users like Rillaboom, Zeraora, and Azumarill are commonplace
Does the extra bulk matter if you take 12% every time you switch in? Maybe even more due to the prominence of Toxapex and Ferrothorn?
No offensive presence. At all.

Both Chansey and Blissey can learn wish. Special attacking Blissey is almost as bad as special attacking Chansey, even though Blissey has higher special attack.
I know both can learn Wish, but Blissey is better due to Heavy-Duty Boots. Also, I said if you run offensive Blissey, and not that you should
Offensive Blissey is so useless that it shouldn't be an important reason why Blissey is a higher tier than Chansey.
