I plan on using a Scizor in my Platinum play through and I need to know about weither Technician is good for an in-game playthrough, I know that Technician powers up moves that have less that 70 base power but is that good enough to consider using in-game?

The best moves that take advantage of Scizor's Technician in-game are Bullet Punch, False Swipe, and Metal Claw.
Bullet Punch can only be taught via the move reminder, but is well worth the trip, being one of the best priority moves in the game.
False Swipe is learned by both Scyther and Scizor at level 13, and appreciates the power boost to make it easier to weaken Pokemon you want to catch.
Metal Claw is learned only if you evolve Scyther before or at level 21, otherwise it needs the move reminder. Technician-boosted Metal Claw is only marginally worse than Iron Head, which you need to wait all the way until level 53 to learn, making Metal Claw a great STAB move to use in the meantime (although you can pass on it if you're okay with Bullet Punch as your only steel move).

Overall, Technician is definitely better than Swarm as an ability for Scizor, since Swarm is very situational and only boosts Bug-type moves.

Technician wing attack is also a very powerful move while it still gets STAB.
Ik Im currently using Scyther in my Platinum playthrough 3 gym badges in and it swept through Celestic Tower

Yes! Actually, Technician works for less than 60 base power, right? Technician would boost those moves' damage output by 50%, which is good. 60 on its own is pretty decent. If you're actually planning to use moves that have a base power of 60 or less, that would be good using a Technician Scizor.
