I was wondering, and there are some criteria for answers:

-No personal opinions on Rivals

-No personal experiences

What stage in the game are you talking about? The final battle, first battle, or in general?

There's a ton of factors affecting this, and a Rival may be more or less hard depending on the pokemon you caught and the starter you picked. I don't think there's an objective yardstick for measuring something like this. I'm not sure how to answer this accurately.
I think the easiest way to answer this question is compare each rival's levels, stats, and moves to the opponents you defeat before the rival battle. For example, RSE Wally is very easy because your team already defeated the champion's bulky level 58 Metagross/Milotic, so you should have no problem with his much more frail level 57 Gardevoir.

Whichever option compares their team composition and stats against the others.
Both options do that.
Ummm... against each other. Not like if they battled who would win, but their teams strength against each other.

If you don't feel someone belongs on the list as a rival, just ignore them.

You mentioned not to use opinions, so I tried to be as objective as possible. I used criteria of Type, coverage, AI, expected level and available counters for the first list.

For the second list, I made all 58 of the teams for the 23 NPCs (as some have 3 teams at their highest potential, N has 4 and Trace has 2, HOP HAS 6 TEAMS!!!). With the magic of AIs, I had them do simulated battle down the list to get the data needed.

Trivia:

  • Barry had a 100% win rate after the 5 battle gauntlet, so I decided to run his teams through to see how long until he got a loss. It was eventually Hop that got him.
  • There was a 3 way tie between Shauna, Trevor and Tierno, and the only trainers they defeated were each other, so I had to expand the battles to break the tie.
  • Silver lost the most battles to teams with less Pokémon than his own.
  • Klara and Avery lost the most battles to trainers with a lower average level than their own team (though each of these teams also had more Pokémon than their teams as well).
  • Blue lost the most battles to teams that had a lower average level and the same number of Pokémon than his own.
  • Hop performed the best regarding defeating teams that had higher levels than his own
  • The difference between Wally and Hop was 2 battles, and they would have tied if Hop beat Wally just one more time.

It's in order from easiest to most difficult, right?
Clearly. Facing Marnie and Akari was one of the toughest battles I've ever had, and Blue/Silver were complete pushovers. Even N was useless
Hardest to easiest. I did it backwards. Lemme fix that. lol

I spent like 2 hours creating the criteria and 5 hours applying it based on that.

I should note to Talos that I almost had Marnie much higher due to her appearance in the Galarian Star Tournament, but I felt that the average player is well over leveled at that point in the game, and they have access to so many Pokémon that anyone in the Star Tournament is kind of a pushover. The tag team element had me exclude it, though.

I would love your thoughts on that, though, since the tournament does force you to team up, which is what makes it theoretically the hardest.
