For reference, the fully evolved versions are: Clefable, Wigglytuff, Magmar (no magmortar yet), Electabuzz (no electivire yet), Raichu, Hitmontop/Hitmonlee/Hitmonchan, and Jynx.
Just so you know these Pokemon are basically useless in their baby forms, and are only effective in battle once they have evolved, and all of them evolve through friendship exclusively, except Magby, Elekid, and Tyrogue

Note that some of the rankings (like Jynx) assume you'll catch the Pokemon in the wild. They'll be less useful if you hatch them from eggs.
Elekid and magby evolve at lv 30 and tyrogue at lv 20
But because this is Gen 2, you will have a Magby or Elekid until basically the 7th gym leader, and they will be useless on your team by then
What about tyrogue?
Tyrogue isn't as bad because it can evolve before you fight Whitney where it would be important.
So can someone answer tyrogue to get 20 points and for me get 2 points
Evolution level isn't the only thing determining how useful a Pokemon is. Smoochum, Elekid, and Magby all have at least 65 special attack, which are higher than Croconaw's. They also get STAB from one of the elemental punches, so they're definitely not useless before evolving. Tyrogue's attack stats are 35, and it can't learn a powerful STAB move until Hitmonlee learns high jump kick at level 26.

I think it's either Magmar or Jynx. Magmar has 100 special attack and learns fire punch, thunder punch, and flamethrower. Jynx has 115 special attack and learns ice punch and lovely kiss. Both of them also have a good speed stat.
Croconaw is a physical attacker fyi. I agree though.

I think it's either Magmar or Jynx. Magmar has 100 special attack and learns fire punch, thunder punch, and flamethrower. Jynx has 115 special attack and learns ice punch and lovely kiss. Both of them also have a good speed stat. However, catching a wild Jynx from the Ice Path is better than all of these options, simply because this Jynx comes at a higher level and requires a lot less experience to use.
