Here is a set inspired by a mudkip I got on wonder trade.
Mega Swamlert!
Nature=jolly
Evs=252spd,252atk,4hp
All perfect ivs except spatk.
Item=swamperts mega stone.
Ability= damp to swift swim.
Moveset=waterfall(for stab and coverage).
Earthquake(must I say why)?
Ice punch(for freeze drying grass types)!!
Brick break(for breaking bricks).
Can be used with a support empolean! Hope I helped:)!

Here's two Gen III sets I made for a bulky sweeper Swampert:

Gen III.
Swampert @ Leftovers
Ability: Torrent
EVs: 252 HP / 74 Def / 108 SpAtk / 74 SpDef
Quiet Nature (+SpAtk, -Spe)
- Surf/Ice Beam
- Earthquake
- Rest
- Sleep Talk

The EVs equal out Atk and SpAtk and maximize HP and defenses for walling. Basic ResTalk set.

Ability: Torrent

Used if you want to stick to attack. Bulky sweeper EVs.

This is a physical sweeper set for mega Swampert, so...yeah go ham.

Ability: Damp
EVs: 76 HP / 252 Atk / 4 SpD / 176 Spe
Adamant Nature
IVs: 0 SpA
-Rain Dance
-Waterfall
-Earthquake
-Ice Punch

This set aims to take advantage of mega Swampert's high Attack, Water type, and Swift Swim ability to sweep. Going down the list, Damp is the best ability for Swampert pre-mega evolution because it should be mega evolving its first turn, and so won't get a chance to use torrent, so you might as well use damp to stop the explosions that you'll never encounter. 252 Attack EVs with adamant nature to hit as hard as possible, 176 speed to outspeed jolly nature Mega Aerodactyl, which is the fastest thing in the Underused tier, in the rain. 4 special defense so its defense is lower than its special defense to screw over porygon2's with download, not that you'll ever see that, and dumped the rest into HP for bulk. 0 Special Attack IVs in case someone has a special attacker with Power Swap. Again, you'll probably never see that, but it can't hurt. Rain Dance to trigger Swift Swim and boost Waterfall's power by 1.5x, making it an effective sweeper, Earthquake for additional STAB, Ice Punch for Flying and Grass coverage. Hope this set works for you!

My favourite Pokémon. Swampert is a very useful UU tank that can hold his weight in OU as a (strangely) effective Protean Greninja counter.

Ability: Damp
Nature: Adamant
EVs: 252 Attack, 252 Speed, 4 HP
Moves:
-Waterfall/Aqua Tail
-Earthquake
-Ice Punch
-Rain Dance

Swampert is UU's best Physical Water Tank. Great 100/90/90 defenses and a great Attack stat gives Swampert one weakness: his Speed. At base 60, and base 70 after Mega Evolving, he is easily outspeeded by many other Pokémon. But, when Mega Evolved, his ability becomes Swift Swim, which doubles his Speed in rain, making him a defensive sweeper that easily holds his weight in OU. Waterfall is recommended with a power of 140 after rain and STAB and Aqua Tail comes in with a power of 180 under the same conditions, forfeiting some accuracy for this. Earthquake has a power of 150 with STAB and is Earthquake, so yeah. Ice Punch takes Flying, Dragon, Ground and most importantly, Grass-types down. Rain Dance is for M-Swampert's Ability-Swift Swim.

This is my idea of a good Swampert set:

Swampert @ Swampertite
Ability: Torrent --> Swift Swim
Nature: Adamant (this is my Swampert's actual Nature)
EVs: 252 Atk / 252 Spd / 4 HP

  • Waterfall
  • Earthquake
  • Ice Punch
  • Rain Dance

So Mega Evolve as soon as possible, then use Rain Dance. Your Swampert's Speed will be doubled, plus the EVs gets you started. Your priority STAB move is Earthquake, and boosted from Rain Dance Waterfall for more STAB to hit those Flying types and Levitate Pokemon. There is also a 20% chance that Waterfall will make the other Pokemon flinch (except if the ability is Inner Focus). Ice Punch is coverage to Swampert's only weakness, and has a 10% chance of freezing the other Pokemon. Swampert's base defenses are 100/110/110 and your Swampert, by now, should be able to outspeed most Pokemon with base speed of 95 and below and there are not a lot of major threats to Swampert that are in UU, which is probably the tier you're gonna be using it in. With Swampert's high Attack stat, you should be able to defeat some threats, but I do admit that this set does not work for specially defensive Pokemon since this has all physical moves. As team-mates for Swampert I suggest Kingdra, since it also is good in the rain, since it lacks a reliable source of recovery (aside from Rest). Umbreon can pass a Wish onto Swampert when its health is low, Forretress' Rapid Spin can clear out entry hazards so you won't need Umbreon's Sish every now and then when your health is low due to the effects of entry hazards. These Pokemon should be able to prolong Swampert as it battles.

There you go, one very long answer that's probably hard to do/follow

This set works well with Flying types -- use Rain Dance to outspeed those quick Flying types because of Swift Swim, then use Stealth Rock to damage them well or use super-effective Ice Punch. (also can counter Grass and deal a lot of damage to Dragon types!) Aqua Tail will be powered up from Rain and Earthquake is there for... you know.

For Swampert I would run:

Ability: Damp
Adamant Nature (+Atk/-SpAtk)
EVs: 252 HP / 128 Def / 128 SpD
- Waterfall / Aqua Tail (STAB, I prefer Waterfall for the 100 base Accuracy)
- Earthquake (STAB, Great overall move with the 100 in both power and accuracy)
- Counter
- Mirror Coat

NOTE: If using Mega Swampert then use a good Rain Dance team to take advantage of its Swift Swim!

Waterfall and Earthquake are both STAB, and Ice Punch is for coverage against Grass-types. If you don't have another team member to set up rain, use Rain Dance, otherwise go for Power-Up Punch for coverage and for boosting Mega Swampert's Attack.

  • Ice Punch

Rain Dance activates Swift Swim, making Mega Swampert a not only powerful but fast sweeper. Waterfall is great water type STAB and also boosted when Rain Dance is in effect. Earthquake is for a strong, accurate ground type STAB. The final slot is reserved for Ice Punch, Swampert's best grass type coverage move.

The given EV spread is to enforce Swampert's role as a fast and strong rain sweeper. The best pre-mega ability Swampert can have is Damp, allowing Swampert to switch into Explosion and Self-destruct. Swampertite is essential for Swampert's mega evolution. Finally, an adamant nature is the nature of choice, maximizing Swampert's wallbreaking ability.

This is a very common set, but common usually means good!

Another option is a SubPunch Swampert:

This set is to be used in Trick Room. Aqua Tail is STAB. Earthquake is STAB. Hammer Arm is to lower you're speed in Trick Room to outspeed opponents that are faster than you in Trick Room. Flip Turn is for pivoting.

Impish Nature

  • Stealth Rock

  • Roar / Toxic / Protect

Stealth Rock needs no explanaton. Flip Turn to pivot, STAB. Earthquake is STAB and hits a lot of the metagame super-effectively, notably Heatran and Toxapex. Roar to derail set-up sweepers like Dragapult, Hydreigon, Clefable, and chains Stealth Rock damage. Toxic to stall. Protect to scout for Grass type moves.

hey it is me again, how are you gonna defend yourself from grass pokemon? i see that you have roar/protect/toxic but you cannot use that all in one base on your moveset the other moves are also not effective on grass pokemons whatever type combined to them
Used as bulky support, not to deal damage. If there's a Grass type Swampert can probably take a hit with the Rindo Berry which halves damage from grass types, and then Roar the Grass type

I know what you're thinking - why make a special set for Swampert with that measly special attack instead of going physical? Well, this actually works.

Swampert @ Choice Specs/Zoom Lens
Ability: Torrent
EVs: 252 SpA / 252 HP / 6 SpD
Nature: Quiet (+SpA, -Spe)
IVs: 0 Spe, 0 Atk
- Hydro Pump/Surf/Scald
- Blizzard/Ice Beam/Sludge Wave
- Focus Blast/Uproar
- Earth Power
Choice Specs is to maximize the damage output since Swampert's special attack isn't that great and in that case, you want the 100% accuracy moves or it could potentially cost the match. However, if you decide to go for the risky moves so you won't be locked into something but still deal good damage, you'll want Zoom Lens. That's also where the Quiet nature and the 0 Speed IVs come into play to make Zoom Lens work to its best potential. 0 attack IVs are for the Foul Play users since with Swampert's high attack stat, Foul Play would deal high damage.
Hydro Pump, Surf, and Scald are all STAB. Scald is for the Burn chance and Surf is for higher power, while Hydro Pump works well with Zoom Lens.
Blizzard, Ice Beam, and Sludge Wave are all coverage. Blizzard goes with Zoom Lens, Ice Beam for if you choose Choice Specs and Sludge Wave also deals supereffective damage to Grass-types, but Ice Beam or Blizzard would be best considering the amount of Poison- and Grass-type Pokémon, canceling out the Poison weakness.
Focus Blast goes with Zoom Lens and Uproar is for a 90 BP move that you can put to use if you feel like your opponent is going to swap into something with a sleep-inducing move. However, this is very risky especially if your opponent has a Ghost-type.
Earth Power is good STAB.

This isn't something you'll see often on Swamperts; a speed set. However, it does work and allows you to outspeed many strong Grass-type threats.

Swampert @ Blunder Policy
Ability: Torrent
EVs: 4 HP / 252 Atk / 252 Spe
Jolly Nature
- Earthquake
- Aqua Tail/Waterfall
- Ice Punch
- Stone Edge
The point of all of these low accuracy moves is to activate Blunder Policy, raising Swampert's speed above even that of Timid 252 Spe EV Dragapult, 160 Spe EV Adamant Regieleki, Jolly 252 Spe EV Ninjask, and many more. Then, after the speed boost, with Swampert's high attack you'll be able to 1/2HKO most common opponents in OU. The moves are pretty standard - Earthquake for strong STAB, Aqua Tail can be used over Waterfall to try to activate Blunder Policy although it doesn't have the nice flinch chance, Ice Punch for coverage and Stone Edge is a good move that could activate Blunder Policy.
Note that running this set is risky since you won't be able to switch out against a physical wall (notably Ferrothorn) or you'll lose the Blunder Policy boost which isn't a good thing for a Swampert running on speed.

Rock Slide is for more coverage, Stealth Rock is very useful, and Amnesia boost it's already high Special Defense

Water fall is a good STAB move. E-quake is a good strong STAB move. Hammer arm can hit Normal, Ice, Rock, Dark and Steel types, it's good cover. Ice punch is for grass types, Swampert's only weakness. Adamant -special attack +attack, EVs MAX Spd MAX Atk and 4 HP. Umm, you do realize you can't have neither 308 nor  508 speed EVs in one stat, right? You can invest up to 252 EVs in one stat, and the total amount of EVs a Pokemon can have is 508.

Alright, so, Swampert is a bulky physical sweeper, but it also gets access to support like Stealth Rocks. So, this set will be a primarily physical attacker set, but with a bit of a twist.

Ability: Torrent
Nature: Adamant
EV Spread: 252 Atk/ 6 HP/ 252 Def
- Earthquake
- Liquidation/ Waterfall
- Stealth Rocks
- Avalanche/ Ice Punch

Ok, so I know what you are thinking. Seems pretty generic, right? Except, you will notice I went for Avalanche here. Now, what is this for? Well, I was deciding upon an Ice move, and was ready to go with Ice Punch, but then I realized that there are many things outspeeding the guy, so for them, I decided, if you can predict it right, run Avalanche. It can definitely bury a few things. Now, you might have also seen Liquidation, but I thought I'd make use of it over Waterfall, mainly for the Def drop, and the extra kick. However, you can still run Waterfall, it's easier to get. Earthquake is a must, that's the main move, coming off invested Atk and with Soft Sand to boot, and you got yourself a real powerful move. Extra Def because I think it can be useful, along with the high Hp, even while not invested. Not the most situational set, but a pretty standard one to take care of a few choice threats.

This may seem like an odd set but I find it useful at times.

Pure Attacker Set
Swampert @ Assault Vest / Swampertite
Ability: Torrent / Swift Swim
Nature: Jolly (+Spe, -SpA)
Evs: 252 Atk / 252 Spe / 6 HP
- Liquidation
- Flip Turn
- Earthquake
- Ice Punch

So I chose Assault Vest because this set has 4 moves and it gives an SpD boost, allowing Swampert to be more tanky to its one weakness, Grass. Ice Punch is for coverage and if things get rough pivot with Flip Turn. If your using Swampertite with it then same thing except for the Assault Vest part. :)
