No, there is not. No Moderator or Editor has even had less than 6000 points. I believe that some Mods were picked before they became Experts because of the old 10,000 point requirement, but after the reduce they would have been Expert anyway. Expert is now a requirement for a possible promotion.
Editors+ tend to have around 10,000~ anyway. Moveset Bot is an exception just because (spoiler alert!) it's actually PM.
